Is the Covenant really not about forcing compliance with some least permissive Christianity upon which all Anglican churches can agree? The Covenant declares its innocence of imposing strong-arm discipline. But, if it looks like a duck, swims like a duck, and quacks like a duck, then it probably is a duck.
